For US you may try NFOservers (never used them on my own but I know people with big public servers using them). Checking their site I found a 10% off coupon for you: DPRMYH.
They got locations in Atlanta, Chicago, Dallas, Los Angeles, New York City, San Jose, and Seattle
For gameservers as a Service you should stick with the big companies as it's a business that attracts a lot of shitty hosts.

It really depends on if you want a control panel or not. If you want a control panel check out https://minecraftserver.net or one of the others talked about here.
If you don't care about a control panel then a simple VPS would be a good option long as the host doesn't limit everything.

Where are you located? If you can get 50ms or less that is ideal. Closer the better however.
But trust me, you won't get an unlimited amount of players on cheap VPS servers. Your server will just crash or lag as hell.
^ For sure you will never get unlimited amount of players on a dedicated server either, we have hosted a few large servers for Skydoesminecraft and a few other Youtubers in the past which peaked 1300+ players this required four or five E3 systems at the time to hold everyone.

I recommend low ping for minecraft server. I had the best results when I found host with 9ms ping to me.
