We don't limit CPU usge by default.
You can reach maximum core power. You'll be with other users as well on that core, based on https://en.wikipedia.org/wiki/Completely_Fair_Scheduler
Considering that we have 24 physical cores here you have quite some power available.
If the whole physical node becomes overloaded, we might intervene and set some limits on heavy users.

I'd say Cluj-Napoca is exotic for most of the world and for the LET world as well, even though I live here and our office is here.

A pet peeve of mine is how most hosts' larger ram plans choose not to pass on the savings, from not having to scale up included IPV4.
It would be nice to see an 8GB plan that costs:
(4 * 2GB_KVM)- costOf(3*IPv4)
We're suckers for high RAM idlers like php-friends.de specials.

Or you can look at it the other way: larger plans are the ones where a hoster is not losing money.
In other words at a lot of retailers, the lowest cost item is a "loss leader" to "get the customer in the door" so they eventually buy stuff that costs more and makes more money for the company.

Ahh, so this provider requires a deposit for an amount larger than the monthly service fee? I understand now. This information should be better communicated IMHO as with the exception of 1 all providers I have dealt with are prepaid for the amount of the actual service(s) I have ordered. Not some random deposit amount that is undisclosed anywhere except for the FAQ. Who reads FAQ's when they know what they want?

$10 or so deposit is completely normal for prepaid hourly-billed services. Do you seriously expect to prepay $0.0045? $10 is minimum deposit for vultr and ovh. Hetzner and DO are both postpaid (at least for me). I don't know about Lunanode. I agree it would be better to state this up front in the offer though. Maybe $7 would be more in the LET spirit but I'd tend to let this slide.

As others have mentioned, we do hourly billing, so once you add the credit you can just create a virtual machine, use it for one hour and delete it. You'll be charged just for one hour.
You can obviously create a VM (or multiple) in any region, any package (flavor as it's called in OpenStack) with or without Windows license. And delete it any time you want.
Different than the regular monthly paid VPS package.
Right, person is just surprised at seeing a $3 monthly offer, signing up, and being asked to pay $10. Suggestions are: 1) say right in the offer that they should expect that. 2) decrease amount from $10 to $7 per LET limit for monthly offers. Preferably decrease all the way to $3 but that's less important.

So on our standard over-usage pricing, of 0.02 / GB, 10 TB would be $200.

We're still testing and experimenting various scenarios on big SATA storage. The first location would be in Cluj. No ETA or pricing yet.
It sounds like your network from Cluj is nowhere near as big as in Bucharest: why put big storage at Cluj before the network is scaled out?

We've got the local redundant 80Gbs network in Cluj. Everything was prepared for centralized storage.
I'm a bit torn. Some parts look attractive but others, in particular bandwith (costs) certainly don't.
From what I know there are basically 3 (more or less) major (incl. LET segment) providers in Romania: intovps, virtono, and HostSolutions and I think it would be interesting to have at least 1 with the "right balance".
I'd be willing to run a short (2 or 3 days) benchmark and make a review, but 20$ per TB are a bit shocking and I also fail to see why higher CPU and RAM seem to be tighly coupled to higher traffic volume. I mean there are plenty people out there needing high proc/mem power but little traffic as well as the opposite.
