note most wishosting offers are unmetered transfer @ 250 mbit/s port speed (which is actually pretty solid in my experience, bottom line not too much different from sharing a "1 gbit" port with however many more users)
However - I notice there actually is just one current wishosting SSD offer with 1 gbit port (and 2 GB ram, 100 GB ssd) for $4.99/m - but it's in Kansas City which might not be ideal for OP in Asia. Still a great deal, might be worth a try ...
That said - the $25 yearly offer above from @SpeedBus (CrownCloud.net) looks like a great value - I've been using their storage deals in LA for a while and can vouch for their uptime and general wherewithal. I believe that Quadranet LA is supposed to be pretty decent connection to China.
UltraVPS.eu has a "Cloud 30" offer at a bit less than $4.50/m (or around €4.5 if paying European VAT) - 2 vcores, 2 GB ram, 30 GB ssd, 2 TB xfer @ 1 gbit - available in Los Angeles as well as half a dozen other locations. Note many offers from UltraVPS.eu are for longer terms such as 6 months or yearly - but this one is month-to-month
Pretty sure both CrownCloud and UltraVPS.eu will do custom ISO but beyond that OP will probably be on their own for MS-Windows support.
@VirMach however offers KVM with licensed Windows 12 installed - in Los Angeles and elsewhere - list price for 1 GB ram / 35 GB (or more) ssd is $7 per month - but try using coupon code LEB30 which (if it still works) should bring price down to $4.90/m
Probably quite a few more decent options since OP's budget seems reasonable for 1 GB ram KVM. SmartHost definitely seems worth a try. Also might check out cloudcone and VMHaus - which both offer hourly billed KVM in Los Angeles.
EDIT2: though I don't know if cloudcone support custom ISO and/or MS-Windows
I see the Arizona limited ssd kvm too for 3.99. (edit: but yes 250mbit unmetered)
Was about to suggest this too, but deleted my comment since their default 10GB root partition might be too much trouble for a new windows client.
