Probably going to be very hard to find the specs you want in AU with SSD for less than $20/month especially if you require Windows.
Do you need a license or can you BYO?

No I can't do BYO, that's why looking for windows provider. seems quantumcore fullfil the requirements
AWS Lightsail has Windows servers available in Sydney, too: https://aws.amazon.com/lightsail/pricing/. A plan with 2 GB RAM is going to cost you US$20 per month there, and it only has 1.5 TB monthly transfer, not the 2 TB you're requesting.
Lightsail, QuantumCore and BinaryLane are the only providers I know of in Australia that provide Windows at lowend-like prices.
Your exact specs (2 GB RAM, 40 GB SSD, 2 TB monthly transfer) ends up being AU$23 (~US$15) at BinaryLane, so actually a bit cheaper than Lightsail, and their performance is better.
