"Dump" how? ftp, sftp, cut and paste link from desktop, web browser ?

Or upload from php, doesnt really matter, just need to be able to access files from http(s)
Looking for a post where I can narrow down some options, doesn't need to have much detail, location would be a start
Also - if I might ask - what kind of files? Will they be comprised of mainly 1s, or 0s, or some mixture ?
As for the http(s) - do you want to install and administer the webserver yourself, perhaps on a GNU-Linux based VPS virtual computer server system platform ?
Or might you perhaps be looking for a shared webhosting setup, where you might simply upload files via (s)ftp and download them via http(s) while enjoying the use of a system that has the webserver already setup for you.
One more question: PHP Selecter ... OK ? (j/k, lame joke)

I guess I should have made my first post more clear.
Location, anywhere in the US.
Files will be a mixture of everything, zips, images, exes. Files will be deleted every 30 days.
I don't mind having to install everything myself, but having a managed/shared host would be nice.
I'm currently using a shared host which is fine, but the upload is capped and fluctuates a bunch, making uploads take forever.

I don't know much about shared hosting but just going by two details you mentioned:
1) 10 GB storage
2) looking for faster network (and disk i/o I guess) for upload and download performance
seems like @Francisco (BuyShared.net) would have something decent in Las Vegas for you (20 GB storage, plus many features you probably don't care about, for $15 per year)

Request spec #2 (network) seems like it might be a bit harder to pin down - as you're probably aware, really depends on where you are + routes to your ISP etc.
With that in mind, I'd take a close look at DrServer's "Premium-2" shared hosting offer in Dallas (from January, assuming it's still available as such)

which offers 10 GB storage for $4 monthly or $40 per year.
So not exactly cheap especially compared to BuyShared - but I suspect you'll get what you pay for in terms of network performance, if that's what you're looking for. (I do have a small dedi with DrServer at that location - the network is fast my man. There is a link to a test file in the offer thread mentioned above.)

You might want to inquire as to arranging a plan with more than the 5 GB advertised in that one. Maybe you can combine 2 of them. (I also have a VPS with @MikeA in Montreal. Network performance has been excellent.)

Now, at that price ($3 or $4 per month) I'd be inclined to start looking at VPS options ... which I would have a bit more to say about based on actual personal experience, anyway. But that would be something for another post.
If US isn't a must, I'd say just go with 1Fichier for 2TB cold storage for file hosting at a price of 10-15€/year. Check my signature for more info about 1Fichier.
I like 1fichier - it's a good deal for ultra-cheap storage, and is an "interesting" system ... but probably will fail to satisfy the desire for fast uploads. (The upload via ftp is fast - up to a point - except there is then an indeterminate period of time while the uploaded files are in limbo, somewhere in the 1fichier system, before they can be accessed via http ...)
But while we're thinking outside the box here - also might consider BunnyCDN where (for $10 per year to use the system) - roughly speaking - 10 GB storage would cost all of 10 cents per month plus bandwidth at $0.01 per GB. (The $0.01 per GB for storage and bandwidth is deducted from the $10 per year minimum spend. So you could upload 10 GB, then download it 8 or 9 times - all for a dollar per month. Rinse and repeat next month.) Upload via ftp, download via http(s). (And ... no PHP selecter required OK.)
As for VPS ... here's a short list of the ones offering service in North American locations that I've tested enough to recommend:
This is the "short list" - there are quite a few more suitable options you'll be able to find if you poke around a bit here on LET. (Would just suggest that a useful way to rule out some of the turkeys is to see how prominently they've been featured recently on the other site, LowEndBox - which unfortunately has been seeing a bit of pump-and-dump action over the past few years at least.)
I've tried all the hosts listed above and have been satisfied that they offer various flavors of superior potassium. Some people of course have different experience with some or others of them so check reviews and maybe try monthly before buying yearly.
That said ...
On the "affordable" side I think Virmach is pretty solid and makes a decent webserver for a good price.
On the higher end - for all around network and disk performance I really like HostDoc's Dallas "Xeon Gold NVMe" offerings - check their flash sale site https://hostdochost.i.ng for deals or just go to https://kvm.doctor to put together a customized package.
Some hosts have been in business for a good long while - and you might appreciate how dialed-in their control panels and business processes are. Others are newer.
Some are of the German persuasion, with all the wonderful matters of style, taste, and contractual rectitude that one might expect to go along with that. Others are run by Bulgarians, or Egyptians, or Ukrainians, or people from the UK. There's even a few Canadians in the mix.
Point being, many different styles of communicating and doing business represented in the above - which have all been fine for my (mostly hobbyist) needs.
Anyway - at this point for better VPS suggestions, it might be a good idea to continue to narrow down preference as to location and budget ...
There are also a couple more on the low, low, low price side that would work just fine via http as long as you don't need a dedicated IPv4 address (might look for NAT storage offers from Gullo's Hosting, HostDoc, and SecureDragon, among others).

If it's just file storage you're looking for we could set you up with an account on our Owncloud server. something in the neighborhood of 15GB for $10/yr. Only catch is the server is located in Winnipeg (so Canada, not the US) if that makes a difference for you.
