Not only government services. Anyone that requires valid ID will not accept the expired one but will happily accept the temporary form. Also, when I renewed my Romanian driving license I had to renew my national ID first since it was expired.

Just saying: it's an illusion to think that expired IDs are generally valid. Expired IDs can easily fall into the hands of others because people don't generally report stolen/missing expired IDs.
