I have already bought VPS with cent os 6.5 but I do not know how to make it VPN, please help me, thank you all

Try Algo or Streisand if you have a KVM VPS.They are both very user friendly scripts that can help you setup VPN with a few clicks.

I suggest you to use shadowsocks so that you don't get banned easily in China. If you have Chinese friends, you can ask them for help as there are tons of shadowsocks installation guide in baidu.com.

Check out wireguard as well. Simple setup and performs well. I use it to create private VLAN between different providers so all my machines talk on 10.0.0.X

better use softether, it has more features and a nice GUI for admin to manage user.
It really sounds like someone is trying to start a commercial VPN, based on some of the questions he asked.
If you need help setting up "an OS to be a VPN" - you probably shouldn't be doing it in the first place.
The best advice I can give in your situation - maybe become a reseller of an already established service. It will save you and your potential clients a shit load of headaches.
