Hosthatch, if you prefer Amsterdam,
AlphaVPS still has some stock left for :
1 CPU core
1GB RAM
512GB RAID60 HDD
1.5TB Bandwidth
1x IPv4 + IPv6
KVM
Sofia, Bulgaria
3.5 EUR/m
If you pay for a year in advance, you will get 1TB of storage and 1GB of RAM (OpenVZ) for about 5€ / month (w/o VAT): https://www.time4vps.com/storage-vps/
I didn't have good experience with Hosthatch staff.
AlphaVPS is out of stock and time4vps is higher than my budget.
Any other options?
UltraVPS.eu
48€/year

I have this server. Nothing to complain about it. Geek-bench ~1800 - 2000.
This provider is a German firm. If you need support you will have to contact support per email because there is no Control Panel for stuffs like Create a ticket, Monitoring, Delete/change root password... (they use a panel name "BK Manager v2", may relate to "Bradler & Krantz GmbH & Co. KG" which is its parent company).
Try my ref link to get 15% off for first 6 months.
Or just follow the order page:

Otherwise, take a look at the cool Lowendstorage.

OP is looking for a seedbox so that he can attract DMCA notices.
He didn't mention it in his post, but that is the bad experience he had with HostHatch, they don't allow dickheads so he got butthurt.
HostHatch are great as are Wishosting, both don't allow people breaking the law and dealing with legal notices, and rightfully so.
I didn't get a single DMCA notice in my life and I was never a hosthatch customer, my experience was based on pre sale discussion, nothing more.
EDIT2:
Good luck with your linux isos. (And your budget).
