You cannot, EBS is only for use with EC2. You also wouldn't want to, as latency would absolutely destroy any notion of performance.
what else should I use? how about using OpenEBS on the rancher nodes?
The answer is down- not across.
Rook for local storage works well, or Glusterfs/Ceph/NFS in the same data center location if you need network storage.
