speed for hetzner
I had buy server in hetzner. and installed bbr. but it's so slowly.

Ping is 0.35ms from my hetzner box.
Check your network/webserver settings.

BBR is overhyped anyways.
It's not that good - and what it does is overloads links and gets around QoS. It's an asshole type congestion control algorithm.
I personally like "illinois" much more for my purpose - but I'll reiterate what others said before me. If you don't know what you're doing, don't play with it.

Sure they do. Because they can afford to give out 20TB on 3USD servers and 1Gbps unmetered on dedis, but they have to limit the speed on your specific VPS to 5Mbps.
Reinstall the OS to remove your mistakes and/or see if it's a peering issue. That's all you can do.
