Already have some in LA while saving up for virmach this year end, and hetzner to cover EU.
Looking at further to Asia.

Monthly payment
KVM
Skylake, preferably >1 x vCPU
3 GB ram and above
equal or above 500mbit/s, 1TB
equal or above 25GB SSD main disk
Full automated Backup slots (>2)
require track record >99.5% uptime
Centos 7.5 and newer

Require reasonably "fast I/O". R/W speeds are subjective. Do not need excellent bench of 1GB/s or 8K IOPS, but need fast (re) installations of OS and softwares. Also database queries.

Possibility of PayPal subscription is plus point.

Total legit and non abuse apart from lots of testing, no mailing at all.

Budget:
around USD 12/mth with full timed backups.

    Linode should do fine, unless you make a total fuss over 3GB ram vs "only" 2GB RAM.

    No idea about "full timed backups", provider-based backups are stupid anyway (what if the entire provider goes down, or bans/deletes your account with all its backups), never use that, just set up your own backups (rsync) to another host somewhere else.
