The Reinstall panel is not available on servers in this campaign. You can only switch off, turn on, and restart VMware servers.

You cannot use the server for upload / download operations. For example, you cannot use it as an FTP Server (you cannot download files, you cannot download them to others).
There is no limitation to download the program or the control panel you will run in the server.
But I can use from an external provider IPV6 via tunnel right ? (like ppp connection or stuff like that)

What I think you're saying is that you can't use it for public file sharing. But then again, putting index.html in a web directory is an act of file sharing. If you want to prevent illegal (warez) content from being shared, then please rephrase to something among the lines of
"You cannot use the server for sharing illegal content"

In short, virtual servers; Movie, Game, Program, Video, Music can not be used for storage and sharing.

Because some of our customers use simple passwords, their servers are attacked. Therefore, we temporarily suspend the server.
Everyone's customers get SSH bruteforce attempts - which yes, can lead to something like Xor.DDoS infections. Suspending someone for outbound DoS is totally different to suspending someone for 300mbps of traffic. You might be better listing the former rather than that latter.
