No one care about downloading porn in China, regardless of its 'legality'. Some contents known as child abuse can be directly searched on Baidu image. (Like *doll, even not defined as 'Porn')
Political speech is the most serious criminal. Most Chinese VPS buyer just want to setup a VPN to accessing Google or Youtube or selling it for others accessing Goole or Youtube (Serious Crime).
It is very important not to leave any trace of your real identity while accessing, especially publishing politically sensitive content in China. That's one reason why Chinese clients use fake information purchasing a VPS, if the provider leaks the buyer information, it can cause these buyers in jail.
I believe almost no one Chinese client give their real identity to VPS providers, even they seems 'Real'. MaxMind is totally unnecessary but a obstacle...
Otherwise, why should a Chinese using a VPS accessing porn? There are millions of porn websites in China hasn't been blocked (including countless abuse porn / pirate porn)... You may found lots pirate porn video (mainly JAV) was encoded by Chinese forums with online casino advertising...
What I mean is China already have the most completely porn source market in the world, far more advance than Europe / America. If the OP know how to use VPS, he must know how to download porn directly in China. And he won't be too stupid to build a new porn website compete with so many large scale porn websites...

Buying vps is legal. And, if the government really wants you, they always has a faster way to achieve their goals than getting your information from the vps provider. The main reason we are not willing to fill in the real information is that we don't want to disclose out mobile number because we are suffering from Telemarketing.

To be honestly, nearly no one get into jail because of downloading porn in China. The government won't distinguish what type of porn you download, as well as monitoring Child abuse downloading like Western governments. Unless someone (Even wait until lots of people) report the website link, but its to block the website, wont affect the downloader. I think our cyber crime focus point is completely deviated...

Yes, you are right. The Chinese government only punishes uploader but not downloader.
In fact, it's hard for us to understand why the government wants to monitor citizens' downloads (just like many Western citizens don't understand many things in China)
As for why Chinese government does do more things on the porn website. over 90% porn websites are hosted outside China. I think Chinese government can do nothing except ban the website.
Like Virgin Media in UK, they censor your accessing IP (Such as I can't access yourbittorrent via https) and monitoring P2P download to punish piracy - In order to benefit copyright owners, the big companies. As for terrorism and Child abuse (if detected in public P2P network), it's cyber crime and can cause you into jail.

This is not the main point, the thing I want to say is online Child abuse content is not a serious crime in China, so the OP won't need spend lot of time find a host just for Child abuse contents.

Spam / Hacking? Chinese local provider is the best choice.
Adult content / Child abuse? CN gov judge both as normal porn, at most block the domain. Oversea gov will stop track if they find the child abuse publisher in China, at most punish the host provider. No need to pay under anonymous to a oversea provider
Not to mention normal porn video is flooding on Chinese internet, people can easily access to high quality porn video for free (Pornhub videos are too ugly to reduce normal sexual desire), to a large extent it helps reduce the amount of pedophilia. As I know online Child abuse contents doesn't have a large market in China, even there are some darknet websites, it is impossible to use Tor in China (The netwok quality is too bad to use), people can't access to those. It's a good habit not to expose any of your real identity to provider, using different email in different provider. Eg. the Chinese government found a blog with criticism targeting them, the author used double VPN (no access record in ISP log), they can't track the author's IP directly like Baidu tieba. So the first thing they do is to track the website provider and try anything to hack the host. Once the host hacked, they can access to your operating log and find the login IP. If I didn't keep log in my host, they will try to use password access or hacking the user's account of provider, find your payment detail and login email. If you use Alipay or Paypal, you died, they can easily track your payment information. If I use BitPay, they can also track your login email, where it used in other websites and identify who you are. Don't doubt, the gov will do anything you can imagine to find you out. (A blogger host on my VPS post an article about politic, days later I received more than 10 million passwd attempt from CNISP, both in SSH, VPS Panel and Wordpress login page, they may even use Sugon 6000 to brute-force your website if necessary) There are lots of safety measures you need to be a political blogger in China, anonymous hosting is just one part, everything is important.
