Go with a well-established company that has a lot of reviews and has been around for several years at least, and is a registered business. Bonus points if their whois data is public and the address isn't some random person's house.

Sorry is this was already discussed as I'm late to this party.... but what's to stop a company from creating a bunch of smaller companies promising great deals and then backing out wiping the drives and starting up a new company?

That already happened and then they got merged upwards into the main parent brand. This was done by the very owners of these sites.
You're talking about community owners that were OK with one of their customers claiming he was going to kill himself on these forums because people were hating on him. They kept letting him resell because it was "good for business", even though he sat there, literally scammed customers, and posted a slew of customer passports/credit cards online due to incompetence.
When the owners of the site don't care about the community, why should the community reward them with prosperity?

You'd think people should catch on but they haven't.
After using may Colocrossing companies I stay away the one exception however is Chicagovps.... I think that has more to do with the fact it's Chris' baby and I doubt he would let that run down like NFP for example. I have two active services through cvps and they are very stable but I have also had things like shared reseller hosting that I did not renew for a reason.
And... Tada! This should be your biggest concern above everything else.
Ultimately at the end of the day... no one should really feel bad if they’ve been deceived over 20$ by those professional deadpoolers.
Losing a couple of dollars and maybe some customer dataz (remember guys: backup early and often) is nothing compared to the nightmare of having your entire doxxx ID and credit card details leaked to the interwebz only to find out the very hard way months or years later your doxxx has been sold out in a .zip file on the darknet or something.
And all that for what? Because you’ve wanted to save a few quick bucks with some cheap-ass hosting?
Not worth it, no matter how good and how juicy some “sucky sucky 1 dollah my friend VPS for 5 years unlimited traffic” offer may seem to be.
With so much competition raging among the top dogs providers going all year around, coupled with the occasional Black Friday deals, Cyber Monday offers, Christmas bargains, Thanksgiving cheapskates, Happy New Year offerings, there’s no reason why someone with a half working brain would pick xXxh0st-VPS1xXx.co.id or 513h0st-China513yumyum.cn as providers.
Use common sense.

trust me, I'm not new, this is not the first time things like this happened. Bought a couple servers (BOGOF) from Donna (angelnetworkz) many years ago and it got cancelled. I did get my money back though

Delimiter is better at it since they are still in business and have been for a number of years.
They selectively screwed customers for pure profit.
Downgraded @HiFormance to a Host Rep. Will probably ban when they completely deadpool.

Note to self: Don't pay for full years with suspect (summer) hosts.
I will say, I had a slightly different approach. (In the end, it wasn't any better.) Everyone complained about how poor the VPS service was (oversold) but I jumped once they started offering discounted dedicated servers. Had a pretty nice one in LA, that (obviously) didn't have the oversold issues of the VPS. Was pretty happy.
In the end, my service went down same as everyone's. But, I paid month to month.
honestly if a 9$/y vps with 2 cores and 2/4g ram dosn't make back 9$ of value in a month that's probably a worthless idling server anyway, so assuming you used the service you didn't loose value unless you purchased during the cyberweek deals
