If it’s openVZ definitely oversold as it’s the way to get some profit.

  • How?
    Because they oversell heavily.
The type of host you are talking about will rent a 8GB RAM dedi and offer 10GB RAM plans and sell till the node is unuasable and clients leave and sell again. People will buy because "the price is just too cheap to miss" and then return a few days later complaining that they cannot get a refund or support etc etc.

But yet, these type of hosts are more successful than an honest one?? Go figure.

  • Overselling and terminating clients that actually use their resources.

On such nodes it’s called abuse of system as no one allowed to use any resources, the VPS accounts need to be idle otherwise the node will crash, customers can’t complain as they do pay peanuts.

Very odd way some companies do business!

  • I wouldn't call it business...

I won't say successful. They can definitely make some quick cash but successful are they which stays.

Overselling. Real example: One company moved from 6 core 100% loaded VPS to our 2 core PRO VPS with dedicated resources, got 15% load. So how much times 6 core VPS oversold? But yes, those pro are expensive ones.
