Get yourself Amazon light sail their network is verry premium so low latency as much as possible compared to any smaller provider in here who charges more , and it costs only 3.50 dollars per month and even exceeds the wanted specs you also get 1tb transfer and incoming data is free also frist month free.
If you don't like surprises with CPU (micro instance credit scheduler), and insane bandwidth overage bills, stay clear of lightsail for this hobby vps.

It is not. Straight from their FAQ:
The cheapest rate for overuse bandwidth is 0.09$ / GB. That's a bloody 90$ / TB as mentioned above by @vimalware. That's insane. Amazon is crap when comparing price to performance, and always has been. They have more outages than many LET box I own.

@buthead, wait for BF and hope @LiteServer comes with some deals. They have awesome price / performance ratio, I have a VPS with them for few years now with good peering all across the globe. Using it mainly to connect back to NL when abroad, hasn't let me down once.
Well op wanted the lowest ms possible and I guess 1tb shall be enough for him? As he didn't tell us his bw requirements. Yeah sure you can get unlimited or more bw but at the cost of network latency etc. My personal example is I couldn't max my speed of 1gb with any provider for vpn until I tried Amazon..

Those are essentially rebranded micro instances with a slightly different business model and much less features.
