Dedicated server and port blocking are things that do not match.
I'm afraid most hosts that offer hourly or daily dedicated server won't accept you as an costumer except if you pay an guarantee or something that you won't spam dirty the ips.
The general rule of hourly service is no email because too many abuse it.
And, yes, porting blocking and a dedicated server do match - if - it's hourly service. All hosts will happily provide non-blocked IPs if you make a commitment.
