GPL v3 merge code updates from original project
Hi everyone,
There is so much to read and understand in those licenses... just want a short crisp answer to the question, please shed some light
I was wondering if I setup a fork of a project, then getting fresh code updates/commits from original project is covered under under GPL v3 license?
Also, lets say we have updates/improvements in my fork that the original project owner wants to merge into his parent project, will he be able to do it freely ?

I don't see where the problem is. If the original project is covered by GPL v3 your fork is also covered by it so you can grab code from that project and the original author can do the same the same with your code.
If you hoped to somehow put your fork under a different license you should really read up on how the GPL works.
