That budget is for the server alone, right? Any real management service worth their salt will likely be between $50-$100 per month alone, depending on your needs, so this doesn't seem like a realistic price range if you are expecting to get a high quality service along with those high end server specs.

No such thing as elastic disk or unlimited disk, it’s just used by companies to attract customers without any knowledge of IT or internet!

do you provide optimization for wordpress sites? Like installing required softwares, php 7.2 etc.?

As for WordPress optimization is concerned, we'd be happy to take care of things at the server level, such as a reverse proxy (nginx or varnish), Redis or Memcached amongst the few, however, anything at an application or script level would be out of the scope of support.
