Looking for several servers in VA, USA

I'm looking for several VPS located in VA, USA with a ping to 23.227.38.32 less than/around 1 ms. Specs I need 2gbs, 10gbs of storage & 2cores. Budget is around $20 per server. Best way to contact me is through Discord.

    The IP is probably located near Chicago and you didn't post your discord...

    Why VA? I get 8ms from my Virginia FIOS connection and 22ms from my Virginia Leaseweb server to that IP.
