Netcup RootServer RS 4000 G8 or hetzner auction

I am looking for something for my private use, nextcloud + DirectAdmin + couple of small sites in eu for around 25 - 30 eur / month. What will be better for me? Hetzner server from auction or RootServer from netcup like RS 4000 GB. I know t that on hetzner auction I will get dedicated server and on netcup I will get VPS. However... I tried hetzner already but something was wrong with them. I installed clean OS on it but RAID was constantly rebuilding right after install, I don't know why.
Also on netcup I will get SAS HDD not SATA. Now I have VPS with 500 GB disk and on netcup I will have almost 1 TB which will be enough so can you advice me?
Is it safe to have mail on netcup? I mean personal e-mail no spam or mass mailing etc but I don't know if they blocking mail at all?
Also tell me if netcup allow to install an OS from my own ISO?
OR 
LAST questin maybe I should give hetzner another try and screw up netcup?
