You can't encrypt it that way, that it would still work.

I don't think that you sound give out configs if you don't even trust the other side.
you can encrypt the file with gpg, for instance.
Every time you need to run openvpn the config has to be decrypted, unless you wanna leave the passkey somewhere lying around the launch script.
For most purposes and setups, encrypting the config sounds pretty useless.
Are you the admin/root of the machine? Keep it secured and safe by other means.
if you're just an user that runs a vpn, you might do something. But your stuff's security will depend on how wise is the admin to capture your passwd and passphrases without you notice it.
Are you an user? My suggestion is to build trust with the admins. If that's not an option, switch to other system/trustworthy people.
if you have full control over the machine, keep it safe by other more reliable means.
