Once again, "DMCA ignored" is a meaningless phrase. The DMCA literally only applies to the US; pretty much everywhere else, any kind of abuse notice (including a DMCA-formatted notice!) would be sufficient to require a takedown.
He should add that it's offshore too. I mean it's always off of some shore... Which shore and if there is any advantage at all is another question.
