Yep, the mix will be too expensive, unless you reduce the memory and storage.
You'd be better off getting some auctioned server at hetzner with SSD storage. I don't see any other remotely reliable option meeting your requirements and budget.
Or the hetnzer ex41-ssd. Trade a 1tb hdd for a 500gb ssd.

There are some crazy amount of 240GB SSD just sitting around gathering dust at my workplace, free for people to ask for and receive ... but this 480GB SSD on your list rules out a lot of the providers I 'd think of.
In my case, I found some good offer on Dacentec and just sent them a 240GB SSD. Maybe it's something you could do.
ed: the $75 should have no problem getting something with these specs though I'd think, unless you aren't willing to use 5th, 6th, or 7th gen cpus that can achieve this bench (but are deficient in other areas)
