If your cpu load is that high with a relatively small VM and (it sounds like) not that huge an amount of visits (a few million a day is not a lot in this business), it sounds like something is wrong with your software. If you're using Wordpress the usual culprit is badly written plugins. Otherwise look at your database's slow query log and things like that.
I'm happy with Hetzner Cloud but there are other German providers who are popular here too. You might edit your title to mention Germany, so it will get their attention.
OP do you also want a Bratwurst and a Bretzel with your VPS?

Oh I didn't understand what you meant about sponsoring. You mean just to get traffic from your Facebook followers? No I don't think anyone will sponsor that. A 4-core vps from Hetzner is 16 euro/month and has 16gb ram, not bad at all. But I'd start with the 2GB 1-core at 2.5 euro/month, see if it handles your workload, and try to optimize or tune the software before upgrading to bigger VPS.
You don't want to get in a situation where your traffic outgrows even the 8-core VPS and you end up needing a multi-server cluster. That is much more complicated to manage, so keep stuff on one server if you can. That's why it's worth optimizing even if you can afford a bigger server. With fast software you can run a really enormous site on an 8-core or even a 4-core.

Yeah, i have the same feeling. His multi million dollar facebook business probably doesn't allow more than a $5/y budget for hosting. Besides his Lederhosen seem to be a little tight.
