what could cause the VPS hanging?

Fresh installed ubuntu. OpenVZ VPS. 2gb ram.

It take few seconds for every command to register.
for example: I enter cd /home

It take like 2 second to show:
root@abc:/home#

-when I do reboot. it take for like 30 seconds to show:

Connection closing...Socket close.

Connection closed by foreign host.

Disconnected from remote host.

======

-the top command it takes like 5 seconds to show:

%Cpu(s): 0.2 us, 0.2 sy, 0.0 ni, 99.6 id, 0.0 wa, 0.0 hi, 0.0 si, 0.0 st

0.0 st look good.


dd if=/dev/zero of=test bs=64k count=16k conv=fdatasync

1073741824 bytes (1.1 GB, 1.0 GiB) copied, 4.78316 s, 224 MB/s

(I/O Speed) looks good.

    What's your connection like to the server? Ping/mtr?

    I keep getting "request timed out." when I ping the VPS from my home computer.

    Run an MTR (winmtr.net).
