Cheapest Windows VPS with 2GB of RAM along US West Coast

Hi LET!
I'm looking to host a gaming server for me and a couple of friends.
The server software (tshock) does not utilize multiple cores so higher GHz is preferred.

Minimum requirements:

CPU running at ~2.4 GHz
2 GB of RAM (3 would be a bonus)
Windows Server (any edition)

HDD/SSD space does not matter
Amount of CPU cores does not matter

The cheapest servers I have seen are Ramnode and Vultr, both at $10/month.
I've seen Scaleway has servers at $2.50/month, unfortunately they are not on the west coast.
