https://poiskvps.ru/ this might be of use for the Russian part. It has a ton of Russian VPS providers listed, which you can filter by anything from payment method to CPU speed. A lot of them probably can't offer you English support or even an English site, but since you're looking for the cheapest option, I'm guessing that shouldn't be a problem.
