I need this dedicated server specs:
i7 6700K or r7 1700x or i7 4790K or better
64GB Ram
1x 120GB SSD
1gbits bandwidth speed
8TB or more bandwidth
Centos 6 x64 or Windows 2012 Trial
Location: Any but it must have a good ping to North & South America (30ms or below)
$50 or $60 w/tax
Payment method: Paypal or CreditCard
I will use this for my gameserver

Going to be difficult to find something in that price range with that CPU/RAM combo. SoYouStart's GAME-3 in BHS would probably be a good fit, but you'll have to wait till it's back in stock. Otherwise you might be able to reach out to ReliableSite and/or Choopa for a quote.

Probably won't have the best latency to the States and SouthAm (sub 30ms). But would be a good option otherwise.
Unfortunately the OP is looking for a unicorn and will have to up his budget to ~$100+ to find a realistic offer. But if you do spot that unicorn, please do tell so I can buy one too!
You cannot get 30ms to the north-most point of north america and the south-most point of south america at the same time.
That being said, go for something in florida for a decent experience for both.
You can try a Dallas location but yeah as others have said, good luck on the budget.

You can always contact a host for a custom quote.
You may want to ask @SpeedBus from crowncloud.net if there's something for you. They have USA servers and I've got good custom plans from them.
That budget looks pretty low for that kind of CPUs and RAM.
