10,000 listeners at 128kbps will consume ~600GB bw per hour, or ~170Mbps.
You will need that much dedicated bw first. 1gbps shared will be good for starting (I will suggest 2.5gbps or 10gbps if you can).
If you're not trans coding anything on the server, the RAM and CPU usage will be minimal. 8GB of RAM will be sufficient.
