I ran a private VPN server on 128 MB RAM just fine.
I run OpenVPN in a 64MB VPS, so yes.
more then enough, just remember to enable tun/tap
Which VPN service are you guys using? I've used OpenVPN Access Server in the past but it has used a lot of memory. I was struggle to make it work in a 512MB server.
We've got people running it on the 192MB plans. Taking a wild guess but "1 core, 256 MB of ram and 1TB of transfer" sounds like it could be ours. If it is and you are struggling open a ticket and in the black friday spirit we can help you out.
Most of us uses OpenVPN. You'll find scripts to install and would work on 128 openvz as well

Yep, 64MB is enough to run OpenVPN (with just a handful of tunnels).
You'll do just fine. I recommend softether VPN. Unlike openVPN, you'll have all the same features and much much more!

@56gomez, Plenty of options out there. If you aren't comfortable with *nix in general, I'd recommend UFW (smaller chance of mess up compared to iptables/pf). Good starting point - https://thetinhat.com/tutorials/misc/linux-vpn-drop-protection-firewall.html

I suggest you use several, just in case. They can all run on the same VPS. I run currently on one server: OpenVPN, Shadowsocks, Softether
