HostHatch might be another decent option - 1 CPU (50% dedicated), 6GB RAM, 20GB-NVMe KVM for $60/yr in NL. They do also offer a handy way to upload your own ISO images.

As for DE, @SpeedBus 2GB NVMe BF KVM deal might still also be available.

Ant actually has KVM out there too, but 1GB is the highest one https://clients.inceptionhosting.com/cart.php?gid=19 (it comes with a dedicated IPv4 on promo - until monday). That's in i3DC SmartDC Rotterdam.
