Great. What do you want, actually? What do you mean by 'district'?
What kind of streaming media? Do you want to setup a radio? Do you want your own home media center? Why doesn't XBMC work for you?
I think Districts = Distros / Linux Distribution.
I found subsonic, but its web interface is broken and the video player doesn't work. I need an alternative as well.
Since you're mentioning apps and streaming to a PC, I recommend you have a look at Shaireport4w for streaming audio from your phone over AirPlay to a Windows PC.
If you have an iPhone, this sound be pretty straightforward. If you have an android have a look at this app, I use it pretty much daily.
