Bandwagon Host 512MB KVM. $3/mo or $20/yr. https://bandwagonhost.com/cart.php?a=add&pid=43
Edit: Can also use my affiliate link if you're feeling generous.
Look for DigitalOcean in Canada.
MyCustomHosting $18/yr
I've been with them for more than two years, only positive experience so far.
If you don't mind it dipping into the US a little, try Virmach's Seattle location. $9.37/year for 265MB ram KVM or $0.94/mo. Use coupon WHT25 to get it down to those prices LEB30 won't work for some reason, but give it a try.

The OP needs a Canadian IP...
We have :

512MB Ram
1vCPU (Shared)
7GB NVMe SSD

That
Well, Treudler currently offers 9€/y, 256MB KVM with 5GB Storage:

I talked with that guy, seems to be lit.
Already got some services with him, KVM runs fine, the OpenVZ Storage they sold here is sometimes slow.
Kind of surprised nobody mentioned @davidgestiondbi yet..

Maybe it's because OP needs a KVM one
He's got KVMs, though. I linked to LES out of habit.
Yep, I'm aware of. But do you really think it could be called the cheapest one?
Cheapest? Possibly- you would need to contact him for specific needs. Obviously the KVMs listed there aren't the small fry batch.
1) A Seattle IP won’t work on TSN/Sportsnet; 2) why is everyone trying to post aff links?
I screwed up, only read the bottom part and it said it was flexible on location, but didn't see TSN/Sportsnet thing...
+1
Thank you for all your suggestions.
treudler.net has a good price, but their Canada VPS seem to have US geolocated OVH IPs.
From time to time, we get these posts requesting a VPS provider in Canada. The sad truth is that there aren't actually that many. Once you start piling on extra requirements (must be such-and-such a location, must be such-and-such bandwidth, must be such-and-such price, etc.), you pretty quickly reduce the number of candidate vendors to zero. So, for what it's worth, here is the "universe" of Canadian VPS vendors that I know about:
Microsoft Azure, Toronto and Quebec, https://azure.microsoft.com/en-us/
OVH, Montreal, https://www.ovh.com/us/
DigitalOcean, Toronto, https://www.digitalocean.com/
LunaNode, Toronto and Montreal, https://www.lunanode.com/
Canadian Cloud Hosting, Vancouver and Toronto, https://www.cacloud.com/
GestionDBI, Montreal, https://www.gestiondbi.com/en/
DeepNet Solutions NAT, Montreal, https://www.deepnetsolutions.com/
Bandwagon Host, Vancouver, https://bandwagonhost.com/
Servarica, Montreal, https://servarica.com/
There may, of course, be others that I don't know about.
Hey, I know it's not $2 a year but it might be good to know that there is not only the OVH network in Montreal region. So I will add this one, Globo.Tech.
They have their own network of datacenters in Downtown Montreal. Plans starts at $5 USD/mo for 768MB of RAM on their Cloud instances. They have a pretty good firewall called "Security groups" where you can add "ingress" or "egress" rules directly in the management panel. Private networking and free snapshots are also included.
Little quick tests
There is a decent offer currently which gives you $50 free credit when you signup with them. So, @bryce that would give you 10 months of free hosting or whatever you'd like. Enjoy!
Beware of Globotech. They use lot of “residential ISP” in their blend. This may cause some wierd routing and latency. Otherwise, nothing to say.
Thanks David. I must say I get better routing from my Telus ISP to Globotech than OVH. Routing to OVH passes trough Ashburn and NewYork from my place. Weird stuff...
Bandwagonhost is just great! I didn't knew they had KVM, just purchased two with them.
Otherwise I can highly recommend OVH, especially if you need more ram (2GB for 3,50€/month).
OVH has re-route traffic due to last fiber cut. They didn’t finish to put in prod the new fiber in montreal
I think they've launched that this year. They also renewed their nodes hardware. As for NL in particular it was X5650 in 2015, after that was L5639, and they have been utilizing 1275v5 since this year. I also really like their Kiwi Control Panel.
Really? I use Telus on the west coast and it connects directly from Telus to OVH. Might depend on where your located however.
