not directly from RIPE.
but you can always "buy" from other users and add to your own LIR account.

I think he meant for new allocations? You can't transfer a block allocated for a min. of 2 years.
Not sure, but it's probably to prevent people from registering dummy companies just to transfer new IPs back to their main LIR.
Yes, but you can buy subnets when you're a new LIR including within first two years. The requirement is in regards to the block, not in regards to the LIR.
Oh, I only meant to cover transferring blocks out of new accounts. (I'm aware that you can buy more)
