Affordable VPS in US with KVM (for Docker)

Hello - a n00b here :-)

Looking for affordable (and reliable - SLA of 99.9%+) VPS hosts in the US with KVM (need Docker support).
Also - affordable way to add multiple Static IPs and preferably with things like cPanel/WHM and/or Plesk Onyx. Obviously root access; Ubuntu 16 or 17 support.
Something definitely less than $10/month - but with decent RAM/Storage (SSD would be better of course) configuration, and 1TB+ (if not unlimited) bandwidth per month.

(Is there a VPS/Hosting comparison chart on this site somewhere? Sooo much info and so many offers, hard to do a direct comparison with different options!!!)

ultravps.eu has zfs-SSD based KVM in Dallas and LA at 3.78 euro per 2gb ram+30g ssd.

They have been excellent for me in Amsterdam.

I don't know if additional IPs are a supported option @ultravps
