I think he means the vps shouldn't be in China, due to ICP license and stuff, but the bandwidth should be somewhat good for China (aka yes to direct China bandwidth).
No, you won't get such thing with $5 a month. Should probably look at the US West coast with that budget.

For good traffic to China, the bandwidth alone will cost more than $5. You need to increase your budget ALOT.
Since you mentioned SG, JP and HK, 500GB traffic would be a minimum of $25 /month (not including the VPS).
If you don't need low latency China traffic, then you may be able to get away with bandwidth from Cogent or HE.net where 500GB may cost you about $5.
And then the VPS would cost extra, depending on the specs you need.
