Let's agree to disagree, I guess that's a question depends on provider, some of them are just too bad, and some of them are just doing fine, for example @cociu , they had some problems, but who doesn't? What matters is they are working on it.
But that sort of things happen everywhere regardless the location.

Do you have any services with them? Can you share some benchmark data? That'd certainly help OP if they have services in his size.
I have one of the notorious 1TB plans with you-know-who. After initial hiccups and beyond some disclosed limitations that we all know about, it has been working fine. It's OpenVZ so won't fit the OP's request, but other than that I'm cool with it. If that same provider offered a KVM version I'd certainly consider it.

Not all Romanian providers sell their services for 7$, not all Romanian providers wants 1000 let customers to make 100$ profit on that services. I have nothing with let customers but I don't need free drama about my company here.

time4vps.eu is in romania I believe. Their storage is openvz though, but offer kvm vps too.
