That is difficult to achieve. Standard mATX is 244x244mm, and 19" 1U-case has width ~430mm (~480 over ears). So you can not mount 2x mATX next to each other.
You could get case with high depth (iirc the longest 19" is ~700mm) and mount one mATX in front of the other (even then 2x mATX is max), but then you'd have no access to bracket/pci-slots of the front mobo. And you need space for 2x PSU, cooling, disk, etc. I think only custom-build case is the right way to go here...
Not aware of such a thing for micro ATX, but I know of ones for ITX boards, such as: circotech.com/rm-1200-1u-dual-mini-itx-rackmount-computer-case.html
