IIRC https://www.cloudrino.net/ was based in India.
Based in India does not mean providers will allow game servers. I don't think anyone offers game servers out of India.

India location is count as premium thats why prices start from $20.

Theres nothing bad, Prices are high on those locations where hosting server is hard because of expensive things.

India Very costly in hosting game servers I have personal experiences.
For my game I created middle ware for ping solution but not that affactive.
Use soyoustart.
I have low budget around 2k
Try servers in France, lots of options and ping is pretty decent.
Try Europe, You will get low latency there and If you still need Indian Based Gaming Server then we can offer you some interestint on your budget.
Why has no one suggested PhoenixNAP or OVH's Singapore location? It is a lot closer to India than Europe ( unless the routing is absolute garbage ).
Singapore is much worse latency wise, at least from Mumbai.
Wonder why that is, have a trace route?
We reach Singapore in 40-50ms from Pune dc.
What I am saying is you can't write your own ping solution because you are not the creater of CS1.6 not open source. Ad if you don't know packet structure you can't code.

He is right I had my back end there you can get 100-130 ms to France.
