Their terms state if using resources constantly that you can't go over 15% of allocated resources (CPU/Network/IO) unless the plan has dedicated resources - they are unmetered on a 250Mbps port, so taking into account the terms, you shouldn't be doing over 37.5Mbps constantly on those plans with 250Mbps network.
OVH and Scaleway are the first things that come to my mind for close-to unlimited (unmetered) traffic at the port speed - although I seem to remember OVH's terms have a 10TB cap on their VPS packages from when I checked over their terms around a month or so ago.
