Judging by your comments in your other thread, you only tried OVH in France. What about online.net, or even online.net in NL?
Worldstream.nl has cheap servers that provide you of 50TB bandwidth/month. You can take two of them and you'll be below the budget.
I am not sure if this is in accordance with their terms, as 100TB on a single server costs 150€/month additional to the server costs...

I've used OVH in Canada for 2 years or so and moved to France a few months ago for a better deal.
I thought about Online.net but that 60 euro setup fee is terrible to come up with at once on top of the 1st month. I'm a little afraid of online.net I had a bad experience with USA peering with OneProvider using Online.net
Reason with France is it seems its so congested, but that could be and bad luck.
Only 100mbps. That would not work. My site is already hitting 250mbps+ 24/7 almost.
Man, It's 1Gbps included on this pricing...
If the content can be spread across 2 servers, then I imagine it's just about possible.
Their upgrade to 1Gbps shared is 10 euros a month - cheapest server (Intel i3-2100, 4GB RAM) with a 2TB drive is 29 a month, which is just over $25 (according to google) - so 2 of those may just about work out to be near to the OPs budget, and will be under budget if it's 1x1TB in each of the 2 servers, totaling 2TB between the servers (no idea if the OPs setup will work that way). Though that is assuming that the weaker CPU on that plan isn't an issue to the OP.
It's confusing how they offer 50TB on a 100Mbps port when 100Mbps maxed out for a month can only push somewhere around 30-35TB.

I have the 15 euro one 8gb 128gb ssd c2750. I would say is about meh. The disk is kinda slow though I get about 160 MB/s on the disk.

scaleway sucks with their disks. Their performance is horrible, also you better off buying the c2750 with oneprovider.com than scaleway.

OneProvider just resells Online.net. When I used the Xeon L3426, the outbound port was limited to ~300Mbit.

@farnox they are located in Frankfurt. They offer an i5 right now. Biggest HDD is 2x500GB maybe they can do something. But I guess Bandwidth/month can be a bit of a problem since they follow a fair-use policy. I have a vps with them and am super happy. I really want that i5 but do not have the money (the poor life of a student).
