I've not used all of these providers, so can't recommend them all, however I've had a good experience with ArubaCloud over the past few years, and a fairly good experience with NorthHosts - I'm sure there are quite a lot of other deals on here too that meet your requirements.
Be careful with northhost.
I have ordered one VPS it claims 4 CPU, but it's just 4 of 1/4 CPU, so it's still 1 CPU.
And as for it's 30 day refund policy , I cancelled my vps in 2 weeks and send refund request ticket, nothing happens until now, it's just few pounds, so I decided no to bother myself anymore with it...
I was more commenting from it's uptime than support (which I've not had the best experience with / neither have others from what I've heard). It's hardly had any outages in the time I've been with them, and as what I'm doing on it isn't really that CPU intensive, I've been fine with it for the price. I'm aware that they've lied about their network+ potentially more), but for £14 a year, it's doing all I need it to.
That aside, I still think that ArubaCloud is better overall, however the OP may want more disk space - it's unclear what they want the VPS for, so I just suggested everything I knew of within the budget rather than leaving them with fewer options listed.

@AnthonySmith 's cheapest OpenVZ plan in the UK (Clouvider's Enfield datacente, London) should be within your budget & spec requirement (@ 24 euros per year): https://clients.inceptionhosting.com/cart.php?gid=22 - I've had a great experience in terms of uptime there, and would recommend Inception Hosting to you - I'm fairly sure Anthony also posted a cheaper offer on the forums a few days back which you may be able to find (edit: they're here: https://lowendtalk.com/discussion/comment/2287084/#Comment_2287084 , cheaper, but don't meet your RAM requirements).
NorthHosts 's plan also matches your specs - I've had a really good uptime on mine, however as others have pointed out, support may not be the best, so for that reason maybe InceptionHosting would be better for you (although NorthHosts is slightly cheaper, so if price is the most important factor, that may influence your decision). Network connectivity at InceptionHosting will be a lot better too (variety of carriers vs single homed VirginMedia) if that's important to you too.
The real question : how much support do you need?
If you're somewhat proficient and can figure out most things from Digitalocean/Linode tutorial articles , just get the 1euro cloudserver-Smart in Aruba Italy DC.
Deposit 12+ euros as credit after sign up to be 'paid up' for a year.
Else, go @liteserver, @anthonysmith(InceptionHosting) for human support.
We can do the same plan above in Moscow, Russia for the same price.
