Possibly Ginernet in Spain? @jmginer
Looking good
This would be just about the specs I need:
I will be checking out their LET offers also :P
I have VPS at @jmginer three locations (Madrid, Barcelona and Alicante) in case you need a specific test.
Tbh I think Spain will do just fine if there are no reputable Portuguese providers. Anyway I will contact you if I can think of a required test. Thanks for the offer!
Perhaps you could grab 1-3 sample ips from Portugal and do a quick ping?

Leapswitch perhaps? Didn't use them myself yet, maybe someone else can say something about it.

Depending on your needs, oneprovider offers Lisbon.

Be sure to check:
http://dotplay.pt
http://ptisp.pt
They're both Portuguese providers, offering services in Lisbon
I really like that they offer hosting plans with node.js support although Im gonna go for a vps this time :P
They both offer VPS as well :P
So, cheapest VPSs you'll find in Portugal:
https://dotplay.pt/vpsplanos/ (can't vouch for the VPS, never had one, but for the company - their dedicated to gaming servers)
Best VPSs you'll find (very reliable company):

Do you really need very low latency to portugal? If not, something from the big players in FR should work quite good with a pretty low latency and low pricing...

I'd say @MikePT is your expert in this area.
But there's a number of options available in Spain I can think of, not so much in Portugal that I know.
Definitely, Luis is right here. I'd go with PTisp instead, Luis Inverno, the owner, is quite awesome.
I got a VPS with @Leapswitch as well that has been running flawlessly, and peering is the same as PTisp (Telvent DC). Contact him with your requirements and he'll help you out, Ishan is a great guy.
Im on Vodafone PT and have some 2 vps in France(OVH) and 1 in Italy(Aruba) and can always reach my max bw 200Mb.
Take a look at https://lowendbox.com/blog/leapswitch-7month-48year-1gb-ram-openvz-vps-in-portugal/
I've had a little annoyance with Dotsi/Dotplay. They once dropped international traffic in order to mitigate a DDoS attack, without any warning at all (I only found out from external sources). This caused international visitors unable to reach my website. It actually happened a few times, so I eventually left them.
That's a known problem of them. They've been doing it for at least 6 years now. Dealing with gaming addicted kids is harsh - they're DDoSing all the time.
