is windows 10 pro allowed to be used in a vps provider vps?

I notice most provider don't offer it mostly, but how does this company manage to do it? does this mean windows 10 pro is allowed on a vps legally?

I'm talking about how that provider allowed to offer windows 10 pro or Enterprise, but other providers aren't?
It's not allowed per Microsoft licensing terms.
They are interested in using the evaluation version of Windows (valid for 90 days), which other providers are not interested to use may be.
This is still bound by MS T&C's

It is doable, there are many virtual desktop platforms out there that use client os in a hosted environment. You need special permission from ms tho as per the license agreement you cant.

The use of "Cloud Control" on solusvm is also illegal.
Nah what you do is install server 2016 with desktop experience.
