Not sure I understand what you are asking. Are you asking for a host that offers a free reseller plan and also including WHMCS? If yes, I don't think your going to find something and if you do, I wouldn't expect it to last very long.
If you are asking if a web host provides free WHMCS in the reseller plan then yes. Plenty out there.

there are many hosting providers that provider Free whmcs with reseller hosting and usually costs more than 20$... this is just a marketing strategy that hosting providers uses to attract new customers.
WHMCS free with a reseller plan is now mainly impossible to find for cheap.

How's the performance on eleven2? I've heard bad things about them.
Been alright actually, I got one of their SSD packages and it seems to load fine. My plan was to move to an EU location when it was launched but 6 months later still waiting.
Only here until the offer runs out though. $75 for the first year then $215 next year

Well just settle around that 20$/mo deals then when looking for whmcs included. Blesta included might be cheaper but I dont know any hosts for this. unlimitedwebhosting.co.uk also offers whmcs as extra license on a reduced price (but it is not realls cheap either)> Also amounts to 20-25$/mo.
