Not many (If any, I have never heard of them) ISPs allow this type of thing. They tend to think of it as abuse and shut you down.
It came to me because it truly happened in HK.

I too need something like this. But as already pointed out, no one would do it. Even if someone does, it will most probably attract abuse.
My ISP has no servers in their TOS. I think that's pretty standard.
And even on business plans it's normally no reselling bandwidth
Yeah, ISPs are not in the business of selling bandwidth, but rather access to the internet. In fact most are greatly oversold in terms of the advertised bandwidth. That's just part of the business model - and how the world works.

Only a matter of time before these little home based micro business start up allowing netflix/hulu/amazon prime access proxies.
I guess it is not common because anyone skilled enough to make sure that is all your end users can do probably does not need the pocket money it would generate anyway.
I often considered getting a second line in for family and friends abroad, air gaping the network from my own and letting them use it as a Netflix proxy, would be fairly simple with a rasberry pi and a basic router I guess.
I have access to a full /24 over multiple residential connections here. Can confirm, not worth my time.
Not exactly about this topic, but seen some Swiss provider offer 1Gbps/100Mbps home internet, just wondering how fast that connection..

I can only speak for Cox, but they generally don't care what you do with a business line. I'm not sure you could get away with starting a hosting company without stepping up to Optical, but you can run all the personal servers you want on a coax business account.
