AFAIK yes. I think it depends on the ip geo location. You can try VEVO channels, in Germany you can't watch them.

I lot of websites use your IP address to determine where you are physically located so they can control your access to specific content. VPN can provide you with IP addresses from different countries allowing you to access certain blocked information.

Though I am not using VPN I am using ssh with -D option, so i guess my comment would be related to this thread. I am using it for passing through government censorship as main reason. Also, I am using in places with public wi-fi.
