Damn it, i just want low latency server for my IRC bouncer. My ping to Austria is really good ~20 ms (from montenegro/ isp mtel). Even to Bulgaria it's like 50ms.
If you live in Montenegro, maybe there is a Romanian host that may work better for you! The Romanian network is quite decent, with cheap bandwidth and there are lots of offers. In Austria there are only a few providers.
I'd recommend to look at some looking glasses of different hosts.
try mtr to 188.213.fortynine.two (one of @cociu networks, UPC one mabye)

Well, yea, but what you want is not realistically available in your price range.
Aside of Austria there is Croatia which has somewhat ok latency to some ISPs that peer off in Zagreb (Plus there is the most near Cogent pop in EU). Not too cheap - try trace to 176.62.31.4 ?
