How about sftp/scp for uploading, thttpd for serving, and some script on cron to delete old files periodically?
This should be used by technically incompetent people. Would like a simple interface for them to use.

Using that one myself. The UI is simple and functional. You'll have to implement auth yourself though, e.g. using basic auth for the upload URL.
All suggestions are good in one way or another, most have to many features that I think will only be confusing. The targeted people who will use it have the technical abilities of a 120-year old person who lived in 1246.
I will take the time to have a closer look at every suggestion.

I think Seafile has everything you need; their chunking process is the best I've seen for large files. There are options for public links with expiry, sending email notifications, etc.
